SUMMARY

The responsibilities of this job position include managing the project engineering and construction group to develop and implement potential capital projects to improve (safety, reliability, cost, and quality) plant assets in a cost-effective manner. Also included is the management of the process engineering group that provides operational support to the production units as well as leading the DCS/IT support functions at the site.  The position is also responsible for the deployment and leadership of the Westlake Continuous Improvement (WCI) program at the Longview site.

DUTIES AND RESPONSIBILITIES

May include, but are not limited to, the following:

  • Establish personnel standards, training and developmental opportunities for all reporting employees.  Communicate closely with departmental engineers for significant engineering activities and provide direction as needed.  Continue to recognize and reinforce good performance of all departmental personnel.
  • Work with site managers to develop long term plans to improve plant HSE performance, operation reliability and optimal use of plant assets.  Utilize departmental engineers (process, project, DCS and WCI) to implement these long-term plans.  
  • Consult with site managers to set priorities for project and process engineering, the DCS/IT group as well as the WCI program. 
  • Approve purchasing requisitions for engineering projects and services, office supplies, furniture and equipment, etc., originated from the engineering department.  Review quotations from vendor as needed. 
  • Manage project department personnel to review all engineering project bid packages for accuracy and sufficient details.
  • Prepare, present, and implement the annual capital budget for the Longview site.  In conjunction with accounting personnel and project engineers, reviews and controls capital budget.  Discuss with project engineers and accounting to locate any deviations and works out required actions.
  • Develop and implement capital work processes for the site.  Monitor the implementation of capital projects after approval.
  • Work with Construction Supervisor to contract, evaluate, and level capital construction resources as required to execute projects.
  • Review and approve contractor/vendor invoices concerning contract engineering and construction services.
  • Prepare and distribute monthly project and process engineering summaries.
  • Contact outside contractors/vendors seeking new materials, equipment or techniques to improve the reliability of plant equipment or engineering activities.
  • Review performance appraisals for engineering department employees annually.
  • Perform special projects as assigned. 
  • Perform duties in a manner that protects personal safety as well as the safety of all personnel on site. Whenever appropriate, promptly report Safety, Health or Environmental incidents or issues to management so the situation can be corrected.
  • Manage WCI program for the site including supervision for the site deployment leader/blackbelt.
  • Manage site drafting personnel which includes oversight of drawings management system.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • B.S. degree in Engineering or related discipline.
  • Ten years’ experience in engineering design, project construction, and/or production management for a chemical or petrochemical plant.
  • Two or more years of direct supervisory experience preferred.

PHYSICAL DEMANDS

This job is performed mainly in control room or office setting; physical presence is required. While performing the duties of this job, the employee is frequently required to sit; stand; walk; have full use and range of motion of arms, hands and fingers to reach, grasp, hold, push or pull, twist, and work with tools; and talk or hear.  The employee is occasionally required to perform tasks that may require bending, stooping, kneeling, crouching, lying down or working from elevated platforms. The employee must be able to move safely over uneven terrain or in confined spaces.  The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee must be able to see details of objects that are more/less than a few feet away; see differences between colors, shades and brightness and determine the distance between objects. This job requires response to audible emergency alarms inside of the plant.  Employee must be able to evacuate when required.

WORK ENVIRONMENT

The employee must be able to work in a normal factory environment, including enclosed spaces and exposure to various hazards. The noise level in the work environment is usually moderate as normally based in an office.  Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, flame retardant clothing, etc.  May also result in exposure to outside elements and may require usage of stairs and elevators.  Travel including air travel or auto travel may occasionally be required.
