Job Description

SUMMARY

Perform duties in a manner that protects personal safety as well as the safety of all personnel on-site.  Whenever appropriate, promptly report Safety, Health or Environmental incidents or issues to management so the situation can be corrected.  Attend Monthly Safety meetings to help prevent off-site and on-the-job accidents.

DUTIES AND RESPONSIBILITIES

May include, but are not limited to, the following:

  • Participates in the permitting process by being actively involved in the development of Work Permits, including sign-off responsibilities
  • Participates in the Job Safety Analysis process and helps ensure completion of high quality and documented JSA’s.
  • Frequently conducts safe-work, system and work condition audits.
  • Inspects and maintains safety related and emergency response equipment in order to ensure accessibility and availability of safe reliable equipment.
  • Participates in Pre start-up Safety Reviews (PSSR’s).
  • Acts as safety resource to the various customers of the HSE Department by providing effective solutions, answers and inputs as necessary to address concerns and or obstacles to safe work.
  • Assist in accident, injury, near miss, and unsafe conditions investigations.
  • Assists in the VPP process.
  • Review and assists in changes to safety procedures and the roll out of new procedures.
  • Provide / assist with the delivery of safety related training to Westlake employees and contractors as needed.
  • Provide backup coverage and perform first responder duties as allowable up to individual qualifications when needed.
  • During an emergency, fill functional needs necessary for the complex to address the situation in a safe and efficient manner.
  • Assume duties of other Department members as needed during sickness, vacation, and other departmental absences.
  • Provide emergency HSE on-call coverage for the Complex.
  • Assist in maintaining the Safety filing system by ensuring files are maintained in accordance with the central file index.
  • Assist in developing and revising HSE procedures.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  •  High school diploma or equivalent
  • Requires skills necessary to educate and train employees in general health and safety principles and techniques.
  • Must be a self-starter, work well with others, ability to multitask, attention to detail, and good communication skills.
  • Must have a minimum of 3 years of field experience in industrial safety, health, and or fire protection systems
  • Successful candidates must satisfy background screening, including motor vehicle record screening, drug testing & pre-employment physical requirements before starting work.
  • A current, valid Transportation Worker Identification Credential (TWIC) card is required.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to sit; stand; walk; use hands to touch, handle, or feel; reach with hands and arms; and talk or hear.  The employee is occasionally required to stoop, kneel, or crouch.  The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

 

WORK ENVIRONMENT

The noise level in the work environment is usually moderate as normally based in an office.  Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, etc.  May also result in exposure to outside elements and may require usage of stairs and elevators.  Travel including air travel or auto travel may occasionally be required.
